1,001.2 g of the aqueous sodium zincate solution prepared in Preparation Example 5 and 326.8 g of sodium stannate (Na2SnO3.3H2O, manufactured by Showa Kako K. K., containing 55 wt % as SnO2) were dissolved in 2,734.2 g of water to obtain 4,062.2 g of an aqueous solution of sodium zincate/sodium stannate mixture (containing 2.31 wt % as ZnO, containing 4.49 wt % as SnO2, ZnO/SnO2 molar ratio: 0.95). Separately, 1,116.6 g of 35 wt % hydrochloric acid was dissolved in 2,001.4 g of water, and 882.0 g of a 35 wt % hydrogen peroxide aqueous solution was added thereto to obtain 4,000 g of an aqueous solution of hydrochloric ac..d/hydrogen peroxide mixture.
